Short Effectiveness = 100% in its execution!
chance of Happening & chance of Success
=
still below 30% because of the Nintendo's current stance on movies
but would be over 70% if translated into a full feature with a full backing

a case for the short:
+ Positives +
short and sweet short perfectly reimagining the story behind the Majora's Mask before the franchise hero Link came across it in the game with the excellent CG visuals translate the game's original motive and style remarkably well. Oh, that soundtrack, though! Reminiscing of Ghost in the Shell's ...
? Main contention ?
Majora's Mask is one of the most critically acclaimed games in the Legend of Zelda 'gameography' with its particularly imaginative story ripe for proper adaptation especially if it's done just like this but a story for the medium of game would be tricky to adapt with the current industry is still toxic.
- Negatives -
It's in English ...? There's the aspect of honoring the original and also an aspect of marketability ...

a case for the possibility:
Nintendo would not be able to scrutinize this particular short since it's really well made and the best fan tribute to the beloved franchise, representing it at the highest of quality of production values with the usual crackdown on any project regarding their properties hasn't been executed here, yet ...
Infamous for not diverting from their usual safe routes because of previous unfortunate misfires (remember Super Mario Bros? or the Legend of Zelda television show? it's better if you don't), its recent surprising journey into the smartphone medium (with Super Mario Run) with its first studio release was definitely encouraged by the viral obsession of Pokemon Go (I got caught in it too ...) is a good indication and births a positive outlook on Nintendo's direction in the coming future.
- Negative -
The homage design of the fairies could induce confusion instead of nostalgic,
real percentage of it happening anytime soon? Zero percent.
- Synopsis -
The origin of the Skull Kid.
The origin of the Skull Kid.
(Genre - Animation, Fantasy, Nintendo, the Legend of Zelda Universe)
Lesson Learned:
The best fan tribute now the measuring stick for any adaptation to come down the line.
