what lies beneath is the truth that's ignored

Who?
A Public Service Announcement being brought to attention deservedly so by Joe Biden, the former Vice President of the USA.
What?
It is actually the latest video from the campaign, It's On Us, he launched back in 2014, in his constant effort to educate the public on the constantly overlooked subject of sexual assault and rape and help them understand the concept of consent that has been watered down or misunderstand over the years.
How?
With the intoxicating effect of alcohol, the warping of the mind would affect how well you would be able to think clearly and make your own decision especially if it involved how people around you treated your body (I hope that wonky explanation is good enough).
Why?
The concept of consent is basically a permission given by you in agreement to do something but that's only if you made a conscious decision to give it while not at all being influenced by any substance let alone by the most readily available out there.
Then?
Two-pronged approach by the PSA could be seen when it's shading lights on the absence of consent from the female in the situation while also making us look beyond the words and look closely under the surface to see it ourselves and do something about it when you do see it instead of keeping quiet.
So?
Be mindful of your alcohol intake when you're outside and you should know how much of them you could take before your mind started to be overcome by them. Be mindful of your surroundings and keep an eye out to see if there's any situation resembling the situation represented in the PSA and be brave and do something about it. Interfere if you think it's at the best interest of the more intoxicated individual in the situation.

Lesson Learned:
"Consent is everything and if it's made under the influence and/or not in the right mind, it's rape, period."
